我国新型农村合作医疗保障制度的构建与完善——以安徽省为例

摘　　要：新型农村合作医疗制度是党和政府为切实解决"三农"问题,统筹城乡发展,建设和谐社会而采取的一项重要战略举措。自2003年在全国试点以来,经过几年的发展,我国新型农村医疗保障制度建设工作取得了显著的成效。但其在运行过程中仍存在一些问题,因此要继续完善、改进,更好地为广大农民群众提供医疗保障服务。本文以安徽省为例,通过分析新型农村合作医疗制度中存在的问题,进而探讨解决策略,使这一惠民制度更加完善。The New-type Rural Cooperative Medical System is an important strategic initiative that the Party and the government take to effectively solve the ＂Three Rural＂ issue, to co-ordinate urban and rural development, and to build a harmonious society. Since its 2003 pilot program, after several years of develop- ment, China＇s New Rural Medical Security System has made remarkable achievements. But during the operation there are still some problems. Therefore, we should continue to improve it in order to provide better medical supportservices for the broad masses of peasants. By the example of Anhui Province, this paper analyzes the problems of the new rural cooperative medical system and then explores solutions to make it more perfect.
