摘　　要：环境承载力对于指导人类社会经济活动,协调人类发展与环境的关系具有十分重要而迫切的理论与现实意义。近年来随着新一轮能源基础项目开工,环境污染和生态破坏问题也日益威胁到了经济与社会环境的协调发展。以内蒙古锡林郭勒盟能源产业基地为研究对象,结合环境规划的需要,从理论上阐述了环境承载力的概念,通过建立指标体系,应用环境承载力的计量模型,对内蒙古锡林郭勒盟地区近期和远期综合环境承载力进行了初步分析,并提出相应的对策措施。Environmental bearing capacity has a very important and urgent theoretical as well as practical significance for human beings in guiding human socio-economical activities and coordinating the relationship between human and economic development. Environmental issues have become the core and subject matter in urban problems. However, in recent years, with a new round of energy infrastructure projects started, environmental pollution and ecological damage has posed more greater threat to the coordinated development between economic and social environment, combining the need for environmental planning. We have elaborated the idea of environmental bearing capacity theoretically. And we analyzed the comprehensive environmental bearing capacity of Xilin Gol League in Inner Mongolia regional short-term and long-term, through establishing index system and using the environmental bearing capacity model, And the corresponding countermeasures.
