摘　　要：构建了评价创新型中小企业成长环境的指标体系,用层次分析法确定各级指标的权重,运用灰色系统评价方法对黑龙江省创新型中小企业的成长环境进行综合评价,并对评价结果进行了分析,从宏观上提出了优化黑龙江省创新型中小企业成长环境的对策建议。The article establishes the evaluation index system of the growth environment of innovation-oriented SMEs, and determins the weights using the Analytic Hierarchy Process （AHP）. Then it makes a comprehensive evaluation on growth environment of innovation-oriented SMEs in Heilongjiang province using grey evaluation method; and it analyzes the results of the evaluation. Then it puts forwards countermeasures to optimize the growth environment of the enterprises in Heilongjiang province.
