政府投资项目“代建制”存在问题与对策研究

摘　　要：政府投资项目是推进国民经济发展的主要动力,关系到人民的切身利益,其管理模式一直难以适应政府投资项目的发展,代建制是解决这一问题的有效途径。近年来,我国已出台一系列政策法规,支持在政府投资项目中推行代建制,并在各地因地制宜进行了许多有益尝试,但同时也暴露出法律、体制、市场等方面的困难和问题。本文针对代建制实施过程中存在的问题作出初步的研究,从相关法律法规建设、市场培育、监管政策和约束激励机制等四个方面提出了建立与完善政府投资项目"代建制"建设管理模式改革的具体对策。Government-funded projects are the major driving force behind the development of our national economy and they are related to the vital interests of the people. However,. the management mode of these government-funded projects cannot all along keep up with the development of these projects. Under such circumstances？ the adoption of the franchised agency system is an effective approach to this issue. In recent years, China has issued a series of policies and regulations to support the implementation of the franchised agency system in government-invested projects and tentative attempts at local levels and suitable to local conditions have been made so far. However, legal, institutional, and market difficulties or problems still exist. This paper carries out preliminary investigations into the existing problems in the process of implementing the franchised agency system, and then proposes specific countermeasures for reforming and perfecting-the management mode of franchised agency system from the following four aspects： legal construction, market cultivation, regulatory policy and incentive mechanism.
