摘　　要：相对意志自由论和刑罚目的统一论是基层社会治安综合治理改革的理论基础;以人为本、综治目标的相对化、"打防结合,预防为主"、"国家和社会双本位"、重在基层、群防群治是基层社会治安综合治理改革的理念创新。The theory of relative freedom will and punishment intend are the basis theory of the reform of public security of primary society level management. The idea innovation shows in several aspects： first is the relative of people oriented and the management aims, second, combining beating and defending, but taking defending as fundament, third, taking the country and society both basis, the last one is that the primary level is the most important, depending on the common people＇s self- management.
