摘　　要：农民为我国现代化建设已经作出了巨大牺牲,在工业反哺农业、城市反哺农村的今天,土地承包经营权流转制度的设计必须要把保护农民利益放在首位。在坚持农村土地承包关系长久不变的前提下,大力推进新型农村社会养老保险试点建设,使农民能够自愿地、放心地参与土地流转。同时,通过完善土地承包经营权流转制度以及提高政府工作意识等手段,确保农民意愿在土地流转过程中受到尊重。Farmers make great contribution to the modernization of our country. At the time when industry repays agriculture and urban areas repay rural areas, the protection of farmers＇ interests should be put in the first place in the design of the transfer of land contract operation right system. On the premises that land contract policy in the rural areas is adhered to, the devotion of great efforts to improve the new pilot project of rural social pension insurance enables farmers to participate in the land transfer willingly and free from worry. Meanwhile, the transfer of land contract operation right system and the government＇s service awareness should be improved to ensure that farmers＇ will is respected during the process of land transfer.
