摘　　要：新疆是我国对外开放的重要门户,也是我国战略资源的重要储备区。新疆选择何种经济发展战略,对贯彻科学发展观、推进产业结构的协调演进至关重要。重点从科学发展观的视角,提出实施资源优势转换战略对新疆各级政府的诉求以及改革的对策和建议。As an important door open to foreign world,Xinjiang is also an important reserve for strategic resources.What economic development strategy is to be taken for Xinjiang to promote the coordinative progress of industrial structure is a critical issue.The paper focuses on the requirements for all-level government in Xinjiang by the execution of resource advantage converting strategy during the market reform process and the countermeasures and advices for amelioration and reform.
