摘　　要：文章在分析国内外紧急救援管理现状的基础上，指出我目高速公路紧急救援管理存在的不足，针对这些不足，从事故救援的相关法律法规、紧急救援机构的构成及管理系统、紧急救援保障四个方面构建了我国高速公路紧急救援管理体系，并提出基于ITS的高速公路肾急救援管理系统，确定了系统的功能模块，详细阐述了各功能模块的作用，分析了系统的具体工作流程，并设计了系统资源数据库。based on analyzing emergent rescue management at home and abroad, and the paper points out the deficiency of our highway emergent rescue management. Our highway emergent rescue management system from 4 aspects, there are accident rescue rule system, emergent rescue organization, emergent rescue nianagement system and emergent rescue guarantee. At the same time, it puts forward the highway emergent rescne management system which is based on ITS and confirmed the modules of functions. It analyzes the working recesses of the system and designed system resource database.
