摘　　要：张康之教授的《行政伦理的观念与视野》一书不仅是构建行政伦理学体系的原创性努力,更是构建公共行政研究新范式的中国化努力。作者出于学科责任感和伦理关怀为公共行政学在中国的发展贡献了不菲心智,不仅回溯了行政伦理的源头和功能,而且依据社会形态的次第变迁论证了行政伦理的本质和知识体系。在规范分析的基础上,作者为公共行政学研究构建了新的范式,提供了新的思维,为公共行政走出统治行政和管理行政的樊篱,走向合作治理提供了关键指引。The Concept and Scope of Administration Ethics, the work by Professor Zhang Kangzhi is not only the creative contrives to construct the theoretical system of administration ethics, but also much effort to construct a new model for public administration study. Out of the responsibility of disciplinary studies as well as ethical concerns, the author has contributed enormous wisdom for the development of public administration in China. What＇s more, the work has reviewed the origins and functions, while it also articulates the instincts and knowledge system according to the gradual evolvement of social configuration. Based on normal analysis, the author has constructed new model and supplied us with new thoughts, and the key guide for us to break up the enclosing of governing and managing style of administration.
