摘　　要：为提高应对突发事件的能力,增加应急通信手段,国家电网公司建设了应急指挥通信系统。文章着重介绍应急通信系统的组成及主要功能,详尽描述了在应对突发事件过程中,应急现场与国网公司各级指挥中心之间语音、视频及数据业务的实现方式。方便系统使用者,尤其是非通信专业应急指挥人员能够对其有所了解,使系统在应用时充分发挥作用。For the purpose of improving the handling abilities for emergency events and increasing the communication capacity,an emergency communication system has been constructed by State Grid Corporation of China.This paper introduces the configuration and main functions of the system,discusses the transmission mode of voice,video and data services between emergency site and command center.It has reference value for the staffs involved in this work.
