循环经济对新农村建设的作用机理和影响方式研究

摘　　要：循环经济是相对于传统经济而言的一种新型经济,新农村建设是我国又一重大战略决策。循环经济与新农村建设看似没有任何关联,但是在对两者进行内涵、目标、内在关系分析的基础上,可以看出两者之间存在着深层的作用机理和影响方式,两者相互作用,相互促进:循环经济发展促进社会主义新农村建设的节减集约化,促进社会主义新农村建设的生态保护,保障社会主义新农村建设"以人为本"理念实施。因此,文章提出"新农村循环经济体系"建设新模式,该模式突出"以人为本"理念,最终实现农民收入增加、农业发展可持续、农村旧貌换新颜、较好地解决"三农"问题的目标。Recycle economy is a new economy relative to traditional economy. And new countryside construction is also new to China. It seems that there is no any connection between the recycle economy and the new countryside construction. However, based on analysis of concepts, targets and internal relationships, the deep mechanisms and influence methods between them are shown as that the development of recycle economy promotes the intensification of new countryside construction and the ecological protection of the construction of new socialist countryside and supports the idea of ＂focusing on people＂. Therefore, this article gives a new construction mode that is ＂new coun- tryside recycle economy system＂. This system emphasizes the idea of ＂focus on people＂ and the target of increasing farmers income, de- veloping agriculture sustainably, taking on a new look of countryside and solving the three - dimensional rural issues.
