摘　　要：社会循环经济活动过程本质上是一个系统发展的过程,具有系统运行的机制与特征。因此,应该以科学发展观的系统思维来正确指导我国的循环经济建设活动。即是说要构建我国的社会循环经济活动系统,必须坚持循环经济活动系统的开放性原则、以人为本的主体性原则、整体协调发展原则、发展的多样性与差异性原则和有序调控性原则,从而推动我国循环经济活动系统形态的有序健康发展。The circulation economical process essentially is a system development process. It has the mechanism and the characteristics of system movement. Therefore, the scientific development concept should become a principle guiding our country＇s circulation economic development. To construct our coun- try＇s social circulation economy, the system must persist in the open principle, the humanist independent principle and the wholly coordinated development principle. The principles impel our country toward healthy development.
