摘　　要：我国地方政府之间以"地方保护"为主要特色的竞争,破坏了规范竞争的良好秩序,影响了我国经济的良性发展。要使这种竞争转向良性,一种有效的措施就是地方政府间的竞合。分工理论为地方政府间的竞合提供了理论基础。而竞合的具体实现则需要制度、组织以及其他配套措施的保证。The competitions among our local governments which characterized with local-protections,not only destroy the good order of competitions,but also infect the developments of our country’s economy.An effective method to avoid that is encourage co-operation among local-governments.The division theory provides the theoretical foundation for the co-operation.And we also need system,organization and other measures to ensure the co-operation.
