摘　　要：目的依据样本地区农村公共卫生项目的单位实际成本和项目完成程度,测算样本地区农村公共卫生服务项目单位标准成本和投入水平。方法通过对3个样本县93家县、乡、村3级卫生机构的成本消耗和项目服务目标群体完成程度的调查,依据经济学上成本测算的思路和方法。结果农村公共卫生项目100%完成时,江苏省、上海市和青海省样本县单位标准成本分别为233.27元、318.55元和101.66元,需在现有成本基础上分别增加32.73元、34.76元和26.63元。结合3样本县54.1万、80.8万和10.9万人口数,则需在现有基础上增加投入3025.71万元、3462.22万元和306.69万元。讨论上海市样本县项目单位标准成本略高于江苏省样本地区,明显高于青海省样本地区。这种差异在扣除了单位服务数量和频率的差异后,主要由样本地区经济发展水平的不同所致,在进行投入标准测算时要给予充分考虑。OBJECTIVE Based on the unit cost of public health services in sample rural areas, the number and the accomplishment degree of target groups, accounting the financing of public health services in sample rural areas. METHOD To measure and analyze the costs of public health services in sample rural areas by carrying out the survey of costs in 93 county, townships, and village health institutions and grounding on the ideas and methods of cost measurement in economics. RESULT The result shows that the unit standard cost of sample county in Jiangsu, Shanghai and Qinghai Provinces should reach 233.27,318.55 and 101.66 Yuan respectively. Taking services’ population into account, 3 0257.1、 34 622.2 and 3 066.9 thousand Yuan should be increased respectively. DISCUSSION The financing in Shanghai sample areas is higher than that in Jiangsu and Qinghai, which may relate to target groups, the level of local economy and the accomplishment degree of public health services. So those factors should be taking into account, when accounting the financing of public health services.
