摘　　要：随着2008年以美国次贷危机引暴的金融海啸向全球蔓延,国际和国内经济与金融形势发生了巨大变化,国家开发银行的外部环境与内部机制也发生了变化,国家开发银行的商业化转型面临一些新的约束,必须重新审视和审慎对待所面临的机遇、挑战和新任务。Since 2008, with the financial sub-loan crisis overspreading global rapidly, the international and domestic condition of economy and finance have changed enormously, and the external environment and inner mechanism of the Development Bank of China have changed. It is facing some new restriction terms in the course of its transformation into commercial bank. We should prudently deal with the opportunities, challenges and new tasks from a new perspective
