我国运动队思想政治工作体制及运行机制的研究

摘　　要：回顾历史,我国运动队思想政治工作经历了继承优良传统阶段、遭受严重破坏阶段、回归发展阶段和探索创新四个阶段。目前的主要问题是思想政治工作地位没有落到实处,责任不清,运行不畅,队伍素质不高,缺乏全系统参与,没有破解多维因素对思想政治工作的影响。我国运动队思想政治工作模式包括体育总局指令型,中心、运动队调节型和互动型。创新我国运动队思想政治工作体制和运行机制必须改革领导工作体制,强化总局统筹协调力度;建立高素质思想政治工作队伍;强化思想政治工作的社会动员机制,调动全系统及社会力量;建立完善激励、监督、评价及投入机制。On the review of history,sports team ideological and political work in China has experienced four stages： tradition heritage,suffering from serious damage,returning to the development and exploring innovation in China,The main issues of not implementing,vague responsibilities,poor operation,low quality,lack of system-wide participation and not solved multiple factors are taking place.The modes of sports team ideological and political work include instruction of General Administration of Sports,conditioning and interaction of management centers and sports teams.There must be a reform of leadership of work mechanism,strengthening the integrated and coordinated efforts of General Administration of Sport of China,building a high-quality team,strengthening social motivation mechanism,mobilizing system-wide and social forces,establishing incentive,supervision and evaluation mechanism for the sports teams ideological and political work system and operational mechanisms in China.
