摘　　要："生产发展、生活宽裕、乡风文明、村容整洁、管理民主",是中共十六届五中全会对建设社会主义新农村的总体要求。短短20字的定位,涵盖了多方面意义。出国农业培训促进了农业的生产发展、农民的生活富裕和新农村建设的快速发展。Overseas training helped China build a new socialist countryside. A new socialist countryside entails advanced production,improved livelihood,a civilized social atmosphere,clean and tidy villages and efficient management. Over the past 30 years,Chinese townspeople have become increasingly prosperous in comparison to farmers,widening the income gap between the towns and the countryside. The income gap between rural and urban residents has widened,from 2.57 to 1 in 1978 up to 3.22 to 1 in 2005. Infrastructure,health care,as well as educational and cultural undertakings in rural areas are far behind those in the cities. Problems in coordinating urban and rural development need to be solved because,if the gap between urban and rural quality of life grows even wider,a harmonious society would be harder to achieve.
