摘　　要：随着城市的快速扩张和城市居民对生态休闲的追求,城市非建设用地的地位越来越突出,如何编制科学合理的城市非建设用地规划以保护城市非建设用地,成为亟待解决的问题,为此一些快速城市化地区展开了积极的探索。文章认为城市非建设用地规划的理念应为"生态优先"和"精明增长",主要内容为确定"图底关系"、用途管制、容量控制、确定各种增长边界、建立指标控制体系。With the rapid development of city and the pursuit of ecology by city residents, the function of urban nonconstruction land beeomes more and more important. How to protect urban non-construction land becomes an urgent problem. By summarizing the current planning, ＂priority of ecology＂ and ＂smart growth＂ are thought to be the main concepts of urban non-construction planning. And the determination of ＂relation between fore-scene and background＂, function regulation, capacity control, definition of development borders, establishment of the control index system are thought to be the main contents of the planning.
