我国体育公共服务供给主体及供给方式探析

摘　　要：我国体育公共服务管理在保持公益性的前提下提高供给效率,满足社会日益增长的需求,探索体育公共服务供给主体与供给方式演变的实践路径,具有深远的现实意义。体育公共服务供给由基本型逐步走向选择型发展;体育公共服务供给主体将由政府唯一主体,逐步转化为政府部门、非政府部门、非盈利部门、私人部门多主体并存。体育公共服务供给方式及供给主体变化趋势的基本走向是:"政府体育公共服务供给垄断单一模式""政府主导的多主体供给模式""市场主导的多主体供给模式"转变,逐步引入市场化、社会化机制,是体育公共服务实践路径的有益探索。Our sports public services management provides supply efficiency under the condition of maintaining the public welfare in order to meet the increasing demand of society. It has significant meaning for exploring the development route of sports public services supply-demanded and mode. The sports public services supplies move toward the choice development gradually by the ground form, the sports public services supply-demanded by the government only transform gradually as the government department, the non-government department, the non-profit department, personal department multi-agent coexisting. The changing tendency of sports public services supply mode and the supply-demanded is the government sports public services supplies monopoly sole pattern-the government leading multi-agent supplies pattern-market leadership multi-agent supplies pattern transformation. The gradual introduction of marketization and socialized mechanism are the beneficial exploration of sports public services practice.
