摘　　要：目的通过综合技术督导,了解广东、辽宁等11个省(自治区、直辖市,下同)艾滋病防治措施的落实情况、工作进展和存在的问题,并为下一步制定防治策略和工作计划提供依据。方法督导采用听取汇报、查阅资料、现场考察的方式,根据督导报告、质量考核指标考核结果及相关资料进行分析。结果2008年督导的11个省的37个州(市)、46个县(区),艾滋病防治工作均取得较大进展,如在高危人群干预、艾滋病病毒感染者及病人管理等方面,探索了很多有效的工作模式。也存在一些突出的共性问题,如对高危人群干预覆盖面不足,干预质量不高;项目经费管理和使用不善;疫情的监测不足,疫情等数据资料分析利用不够。结论综合技术督导在了解各地艾滋病防治工作取得的成绩和问题的基础上,积极地推动了省、市、县各级的艾滋病防治工作,并为艾滋病防治决策提供了现实依据。Objective To identify the progress and problems existing in implementing HIV/AIDS control and prevention in 11 provinces including Guangdong,Liaoning,Chongqing,Shanxi,Henan,Heilongjiang,Shanxi,Jilin,Anhui,Tibet and Jiangxi through overall technical surveillance and to provide evidence base for developing the next stage control and prevention strategy and plan of action.Method For the purpose of overall technical surveillance briefing meetings,data review and field inspections were applied to understand the implementation of HIV/AIDS prevention and control in the study provinces,and as a result the scores of quality inspection were assessed and related data were analyzed.Result As revealed by the technical surveillance,substantial progress was made in HIV/AIDS control and prevention in the 37 states（cites）and 46 counties of the 11 selected provinces in 2008.A number of effective working models were explored in the aspects of intervention for the high risk population,management of HIV infectors and AIDS patients,etc.Common problems were also identified,which included insufficient coverage of intervention targeted to the high risk population,substandard interventions,improper management and use of program funds,incomplete epidemic surveillance and inadequate analysis and utilization of epidemic data.Conclusion Overall technical surveillance is effective in identifying progress and problems in HIV/AIDS control and prevention,thus promoting HIV/AIDS control and prevention at provincial,city and county levels and providing practical evidence base for developing relevant HIV/AIDS control and prevention strategies in the future.
