摘　　要：聚焦于针对环境保护目标的城市详细规划开发控制问题,提出了城市规划环境控制比较定性和定量相结合的编码方法,进而运用该方法进行了中国控制性详细规划和德国建造规划之间的环境控制能力比较研究,通过研究界定出控规在环境控制方面存在的技术问题。This article focuses on the development regulation in urban detailed planning,which is intended to realize the goal of sustainable development.Integrating qualitative and quantitative measures,a coding method has been proposed to facilitate the research.The Sino-German comparative study of environmental regulation in urban detailed planning has been accomplished by applying the coding method. Based on the findings from the research,some major technical problems in Chinese regulatory planning have been identified.
