从安全环保角度审视油库的选址与设计问题

摘　　要：分析了近年来油库发生的重大安全环保事故案例,总结了油罐事故的特点,包括突发性、蔓延性、后果严重性。指出油库地理位置高、油库与河流距离偏近、油库容量过大、油罐密度过高是在役油库存在的安全隐患,提出建设事故应急蓄液池作为补救措施。从安全环保角度对拟建油库的选址和设计提出了要求。Cases of major accidents happened in tankfarm in recent years are analyzed,characteristics of the accidents are summarized,including burstness,invasiveness and resulting consequences. It is pointed out that for the tankfarm locating in higher geographic position,near rivers,oversized in capacity and overstocked for tanks,hidden troubles exist in in-service oil tanks. It is considered that emergency fluid storage tanks should be constructed as a remedial measure. From the angle of safety and environmental protection,requirements for location and design of planned tankfarm are put forward.
