地方政府发放假日旅游券的公共经济学思考

摘　　要：假日旅游券是当前中国地方政府应对经济危机的一种财政补贴手段,但是也产生了一些问题。企业和景点的负担较重,旅游券发放和管理的成本较高,对全民发放带来不公平,企业发放旅游券诱发金融混乱,发放旅游券可能产生新型腐败等。地方政府应慎用发放旅游券的行为,同时应该加强对发放旅游券等消费券、代币券的立法规范,避免政府以旅游券打商业促销牌,扩大内需的根本办法在于改革收入分配制度和建立健全全民的社会保障体系。Holiday Travel Voucher is a financial subsidy tool for local government of dealing with China＇s current economic crisis, but it also caused some problems. The burden on businesses and attractions is heavier, issuance and management of travel voucher cost much, an unfair distribution of the whole people, companies provide travel vouchers may cause financial turmoil, and lead to a new corruption. From perspective of the basic theory of public economics through a series of questions on this conclusion, the article advices that the local gov- ernments＇offering travel vouchers should be used with caution in the conduct, and should strengthen legislation norms of travel vouchers and other coupons , and prevent the government playing card business for tourism promotion. The fundamental solution of expanding domestic demand lies in reforming the income distribution system and establishes and improves the universal social security system.
