摘　　要：从四川省遂宁市安居区的总体规划—控制性详细规划—主城区行政中心城市设计—建筑与环境设计—实施技术指导全过程可以看出,总体规划重在建构城市宏观山水格局,控制性详细规划重在与土地性质协调,城市设计重在表达城市愿景形象,建筑设计必须遵循城市设计指引。The Suining affordable housing neighborhood project was conducted in five phases; city master plan, regulatory plan, urban design, architectural design, and implementation. An overview of the entire process reveals the function of each phase. The city master plan structures the city＇s landscape. The regulatory plan controls land use and the urban design determines the visual style or city image. The architectural design phase must follow the urban design guidelines.
