因时制宜,因地制宜——对城市规划建设用地标准及控制思路的思考

摘　　要：我国现行的《城市用地分类与规划建设用地标准》由于存在实施标准单一、忽视现实与时代局限、指标控制静止化等问题,使其不能对当前中国广大城市的发展发挥有效的控制与引导作用,因此,应采用具有区域观的指标平衡思路,对单个城市制定针对性用地指标并实施动态控制,因地制宜、因时制宜地将城市规划与社会经济发展紧密结合起来,最大程度地实现城市的良性发展。Current land categorization standards are too old and do not meet the needs of modern urban development. An index, balanced with regional conditions and land use indices, should be made for and based on the actual conditions in each city. Urban planning and socioeconomic development must be adapted and combined to realize optimal urban development.
