摘　　要：中国没有实现工业革命的基本原因在于,明清王朝对江南实行错误的区域政策,歧视和屠杀江南士绅的政策摧毁了工业革命的人才基础,破坏了工业革命产生的人文土壤;对江南工商业的重税政策和海禁政策切断了工业革命资金来源的渠道,堵死了中国走向世界的通道。当前在现代化建设的新时期,中国要吸取历史的经验教训,制订正确的区域政策,实现中国经济的第二次起飞。The reason why old China didn＇t realize industrial revolution consists in that Ming and Qing Dynasties carried out mistaken regional policy in Jiangnan, policies of despising and killing Jiangnan gentry ruined the talents for industrial revolution and damaged the humanistic environment, and heavy tax on Jiangnan industries and businesses cut off the capital source. Thus, these factors stopped old China from trending towards the world. At present, China is in the new period of building modernization, it must remember the historical lesson and draw up correct regional policies so as to realize the second economic liftoff.
