摘 要:公共政策体制概念及其研究维度的缺失,妨碍中国政策学界对政策活动过程做出更具说服力的解释,因此有必要弥补这一被忽视的环节。公共政策体制的概念界定于三个前提性假设基础之上,即民主条件下的政策共同体、政策共同体的结构化及其状态的稳定性、结构—功能间的关联性。公共政策体制可被定义为政策共同体的结构状态和关系模式,它通过转换者、约束者、仲裁者、确认者和变革者角色作用于政策过程。公共政策体制研究维度,有利于填补政府—社会这两种政策活动领域之间的沟壑,衔接正式与非正式的政策活动及其规则,融合静态与动态、个体与集体分析,统合对各个政策环节的理解从而超越政策阶段论的局限。The lack of concept of public policy system and its research dimension in China has been an obstacle prohibiting the scholars in the circle to make the profound and convincing explanation of the process of policy activities.This paper raises the idea that the definition of the concept of public policy system based on three hypothetical premises,such as,policy community under democratic condition,the pattern orientation of policy community and the stability,and,the connection of structure and function.Therefore,public policy system can be defined as the pattern condition and relation model of policy community that play the roles in policy process as transformer,restrictor,judge,conformer and reformer.To clearly define the research domain of public policy system can cover the rift between government and society,connect the formal and informal policy activities and their rules,combine the dynamic and static,individual and collective analysis,therefore to surpass the restriction of policy theory with periodic features.
