摘　　要：通过分析西方国家郊区化过程中政府所扮演的角色,探讨上海郊区化过程中政府的职能定位,分析政府与市场的相互关系。提出了在郊区化进程中政府所面临的几大难题以及政府过度干预郊区化所带来的一些问题;提出在郊区化进程中要明确市场与政府的边界,以市场为主导,政府为补充,来促进上海郊区化的健康发展;要从郊区化的政府主导型转向政府引导型转变;从城市主导型向城乡互惠型转变;要从计划经济的思维模式向市场经济思维模式转变,进而提出促进上海郊区化健康发展的七大战略模式。By analyzing the function of western government on their suburbanization, it studys the role of government on Shanghai＇ s suburbanization and the relationship between government and market. It points out the present difficult problems faced on government and some conflicts as the over-intervening by government during the process of Shanghai＇ s suburbanization; it states that the boundary between market and government should be distinguished, market should play a dominant role and government should play assistant role; it should be changed from the type of government playing dominant role to the type of government playing assistant role; from the type of urban-leading to the mutual beneficial type of urban and rural districts; from the planning economic thought to the market economic thought; it further points out seven strategy models to promote the development of Shanghai＇ s suburbanization.
