摘　　要：根据气象部门信息公开的实际需求,提出了利用网络B/S体系结构和成熟的数据库技术设计一个具有气象业务特色的信息公开系统。文章介绍了系统方案设计和处理流程图,给出系统数据库设计实例表格,列举系统各功能模块。重点描述了如何实现短信通知、文件传阅、电子签名等功能,并介绍了编制相应控制软件的方法,简要说明了该系统的实际应用情况。According to practical demand of information publicity in meteorological department, the information publicity system with meteorological business characteristic is designed by using structure of network B/S and ripe database technology. The system design and processing flow chart are introduced in this article. Some tables of database design are showed and function modules are enumerated. The function of how to realize short message notice,file browsing and electronic sign are described in detail. The method of making software and practical application of this system are also introduced.
