摘　　要：行政自由裁量权的存在有其合理性,但在实际运行中,必须对其进行适当控制。在城市规划行政中,可以从加强城市规划行政法律制度的建设;强化城市规划行政程序的建设;加强城市规划行政监督与制约机制的建设;完善城市规划行政法律责任制度的建设等几方面对城市规划行政自由裁量权进行法律控制。The existence of administrative discretion has its own rationality,But in actual operation,It is necessary to properly control.In the Town Planning Administration,Strengthen the urban planning administration from the construction of the legal system;Strengthen the administrative procedures for the construction of urban planning;Strengthen the urban planning administrative supervision and control mechanism of the construction;Improve the urban planning administrative legal liability system＇s construction aspects of the urban planning administrative discretion to legal control.
