摘 要:矿山开发属高危险行业,其安全培训应当独立并与健康培训构成整体的"矿业安全与健康"培训体系。培训的直接目的是提高劳动者维护生命安全与健康的意识和能力,而不是提高安全生产的技能。因而,维护基本人权的职业安全与健康培训,区别于促进经济发展的生产安全培训。矿业安全与健康培训,既是矿工的义务更是矿工的权利,是提高弱势者社会地位和经济收入的一道门槛。矿业安全与健康的有效培训,依靠制度创新和科学立法予以保障。Mining is a high-risk industry. Mining’s safety training should be independent and constitute a health training. The direct purpose of training is to improve the workers’ awareness and ability of maintenance of safety and health, rather than to improve the skills of safe production. Therefore, the occupational safety and health training which maintenance of basic human rights is different with production safety training which promote economic development. Mining safety and health training is not only the obligations of miners, but also the right of miners. Mining safety can improve the social status of disadvantaged people and the economic income. Training of mining safety and healty depending on system innovation and legislation.
