摘 要:介绍了自然灾害特别是冰雪灾害的基本概念与基本特点,总结了冰雪灾害对电网安全运行的主要影响,分析了近几年我国冰雪灾害的特点与危害,在此基础上,首次明确提出了"危机调度"的概念,阐述了其内涵与外延,比较了危机调度与正常调度的差异,强调了危机调度的必要性与可行性,探讨了危机调度的主要内容,结合实例表明了危机调度对于防范与控制自然灾害对于电网的影响的可行性与有效性。The basic concept and basic characteristics of natural disasters,in particular ice-and-snow disasters,were introduced.The main effects of ice-and-snow disaster on the safe operation of power grids were summarized.The characteristics of the ice-and-snow disasters occurred in China in recent years were analyzed.Based on those,the "crisis dispatch" concept was put forward clearly for the first time and its connotation and denotation were elucidated.The differences between crisis dispatch and normal dispatch were compared to emphasize the necessity and the feasibility and to investigate the main contents of crisis dispatch.Example showed the feasibility and effectiveness of crisis dispatch for the prevention and control of the impacts of natural disasters on power grid.
