摘　　要：本文将中国生态建设工程作为一个整体来评估,从整体上对我国生态建设投资的投入产出效果进行评估。文章在全面梳理1998年以来我国生态建设工程及相关政策的基础上,对我国生态保护与建设工程及政策的实施状况与效果做出一个科学、客观和全面的评价,并对进一步的生态保护与建设工作提出建议。研究在对工程政策实施状况和制度设计考察和对不同利益相关者行为和关系分析的基础上,提出完善现行工程和政策体系,不仅有助于中国未来生态建设的持续发展与生态改善,而且有利于改善利益相关者的经济生活状态。This paper tries to take China eco-system construction projects as a whole to evaluate input and output efficiency of ecological construction investment.Based on arranging eco-system construction projects and related policies since 1998,we make an objective and comprehensive assessment of Ecological Protection,Construction Projects,the effects of policy implementations and effectiveness,furthermore,give some advice on further ecological protection and construction.On the analysis of projects policy implementation status and system design and related behavior and relationship,we believe that current eco-system construction projects and policy system improvement is not only helpful to ecology construction sustained development and ecology improvement,but also helpful to improve economic life status of related interest subjects.
