摘　　要：虽然以立法推进监管体制改革的命题获得了普遍的赞同,但对于它的具体要求,人们却缺乏关注。文章在分析现有制度规定存在问题的基础上,提出以立法推进监管体制改革的六个具体要求:通过立法确立改革目标和基本原则,完善改革主体的构成,确立规则制定的特殊程序,调整规则整改活动,实现改革试验法制化,强化责任的追究。Although the vast majority agree to further the regulation institution reform under law, they do not go any further to talk about the exact measures. After considering the flaws of the current institutions, this article intends that, to further the regulation institution reform under law, we should legislate to establish the goal and the fundamental principles of the reform, and the specific procedures of Regulatory rule - making, better the main subject of reform, the alteration of law and the pursuit of lia- bility, and regulate the reform experiment.
