摘　　要：政府管理业务流程再造的理论与方法是现代公共管理的基础之一,其理论机理是实践操作的基本依据,也是科学发展与研究水平的重要标志。在全球化、信息化及政府职能转变的背景下,理清政府部门组织结构变化与业务流程再造的现状、趋势、机理和规律,在技术与价值两个层面上,引导政府组织结构重组、业务流程再造以及组织运作模式变革的方向,是当前亟待解决的重大理论课题。本文就政府管理业务流程再造的战略目标、基本内容、方法与特征等进行了深入分析。The theories and methods of the Business Process Re - engineering of government management are the base of modern public administration. Its theoretical mechanism is not only the fundamental basis for practical operation, but also the important symbol of level of scientific development and research . Thus, it is urgent for academics to clarify the status quo, trends, mechanisms and laws of organizational structure changes and business process reengineering, so as to better guide the reor- ganization, reengineering and transformation directions from the perspectives of technology and value. This paper studies and analyzes the strategic objectives, basic contents, methods and characteristics of business process reengineering in Govern- mental management.
