摘　　要：河北张(家口)承(德)地区是京津的生态屏障,该区域与京津生态联系紧密,生态问题可以转化为整个区域的可持续发展问题。分析了传统解决方法存在的缺陷,指出需要在生态联系的基础上重构生态补偿机制,从而实现二者之间的经济—生态合作。Zhangjiakou-Chengde area（ZC area）is the ecological protective screen for Beijing-Tianjin area（BT area）,and has strong connection with BT area in ecology.So,the ecological issue can be converted into sustainable development issue in the whole area.This article analyzes the flaws which traditional solutions have and points out that it needs to reconstruct ecological compensation mechanism on the basis of ecological relationship between ZC area and BT area so as to realize their economy-ecology cooperation.
