发达地区土地承包经营权流转的实践与探索——来自浙江省的案例调查

摘　　要：浙江省在建立健全土地承包经营权流转市场、探索土地承包经营权作价入股合作社、财政奖励引导流转等方面取得了一些经验。但流转中还存在信息沟通不畅、社保体制不健全、金融支持缺乏、收益分配机制不合理、"非粮化"与"非农化"等问题。稳步、规范做好土地流转工作还需要进一步完善相关的服务体系和政策措施。Some experience was obtained from Zhejiang Province in establishing and perfecting the transfer market for land contractual rights, exploring the conversion of land contractual fight into shares of cooperative, and using financial encouragement to guide transfers. Still, there are such problems in the transfer as unsmooth information communication, imperfect social security system, deficient financial support, unreasonable distribution systems, ＂nonfood-oriented＂ and ＂non-agriculture-oriented＂ transfers, etc. To do transfer work steadily and with standards, it is necessary to further perfect related service systems and policy measures.
