摘　　要：政府与公民关系问题是社会主义现代化建设过程中所面临的重要问题,对于建设服务型政府具有重要的意义。目前我国政府与公民关系存在诸多问题。新公共管理要求政府与公民的关系是平等关系、相互信任关系和良好合作关系。重塑我国政府与公民的关系,必须打击腐败与侵权行为,改善政府工作作风,切实转变政府职能,完善公民参与制度。The problem of the relationship between government and the citizens is an important problem in the socialist modernization process, and has great significance to build service-oriented government. There exist a lot of problems in our government and citizen relation at present. The relationship between government and citizens is equal, trustful mutually, and cooperative from the prospective of new public management. For remolding the relationship between government and citizens, we must strike corruption and the tort, improve the style of government work, alter the functions of government, and complete the system of citizen participates.
