摘　　要：PFI项目是私人融资启动参与公共工程建设,与政府合作。这类项目通常建设时间长、技术含量高并且投入资金大,项目的执行过程中涉及多角度和多方面的项目管理内容。本文主要研究此类项目的执行过程中合同框架的关键问题,分析国外的PFI项目的标准合同文本的构成,探讨我国政府机构推进PFI项目中的法律制度的建立和项目管理中的合同管理问题,提出推进的政策和措施和建议,从而加快和提升我国的PFI项目在合同管理的过程中的效率。The PFI project means private finance is initiated to participate in public works construction with the government, which usually has the characteristics of long period, complex technology and large capitalism. There are multi - angle and multi - faceted project management contents involved during the execution. The key issues about contractual framework during implementation of such projects were mainly studied, and the composition of standard contract text in foreign PFI projects was analyzed. The establishment of legal system in the process of government promoting PFI projects was discussed, as well as the contract management issues. Corresponding policies were put forward to promote and improve the efficiency of PFI contract management in China.
