对加快发展速丰林建设与国际金融组织贷款项目的思考

摘　　要：速丰林建设和国际金融组织贷款林业项目在增加森林资源方面具有独特作用．在应对气候变化和促进农民增收中具有重要作用。为促进速生丰产林建设，要进一步落实国家扶持政策，逐步建立速丰林建设国家资金投入补助渠道。稳步推进国际金融组织贷款林业项目，打造国内造林示范样板。大力发展木材加工、木浆造纸等林业支柱产业，促进速丰林基地建设。强化科技支撑，加强示范和引导。强化公共服务，营造良好发展氛围。The Commercial plantation construction and the forestry projects of international finance corporations have been playing a unique role in increasing the forest resource, and they are also important in the challenge of climate change and improvement of farmers＇ revenues. In order to implement well the spirit of the national conferenee of directors of forestry departments, greater attention should be given to further carrying out the government＇s supportive policies and establishing the subsidy channel of national investment funds for the commercial plantation construction. Meanwhile, steady efforts should also be inserted into promotion of forestry projects of international finance corporations to create national plantation demonstration areas. Furthermore, more work will be undertaken to develop the pillar industries in terms of timber processing and pulp paper-making by adopting various measures in promoting the construction of commercial plantation bases, strengthening scientific and technical supports, enhancing demonstration and guidance, improving public services in order to generate favorable environment of sound and healthy forestry development.
