摘 要:近年来,舟山海域大型商船与渔业船舶碰撞事故及船沉人亡事故呈逐年上升趋势,给渔民生命和国家财产造成了严重的损失。经过调查,除了存在常见的疏忽或过失外,舟山沿海通航秩序混乱是造成事故的主要原因之一。如何限制大型商船航路范围过大、航线的不确定性,有效隔离商船航路和渔船作业区域,同时最大限度地减少航路交叉,提出了长江口以南宁波—舟山沿海外航路实施分道通航制的设想,供海事主管部门参考。In recent years, the collision between fishing vessels and merchant ships, vessels sunk and casualties increased year by year. Through the investigation, it was found that some new situation and problems occurred as changes and increases of merchant ship′s routes and varying in fishing zones and fishing methods and types in addition to the common collision reasons, such as not take a proper lookout and not navigate with safety speed. Finally, some suggestions were put forward as how to limit the merchant ship′s main routes by implementing the TSS off the coast of Ningbo--Zhoushan, especially off Zhoushan, for reference of maritime and fisheries agencies.
