国家自然科学基金面上项目资助与管理:基于全委会报告的历史分析

摘　　要：选择历届国家自然科学基金全委会报告作为分析对象,针对面上项目资助与管理进行了文本分析。分析表明:①科学基金面上项目资助定位注重连续性、资助强度逐渐增加、绝对资助率趋于减小;②注重使用信息技术辅助管理项目,更加关注项目评审的公正性、规范化和精细化趋势;③国家自然科学基金委一直强调战略规划,关注内部结构调整,其制度和政策体系逐渐完备,监督问责的实质措施也逐渐增强。The paper has made a textual analysis on the funding and management of general projects by selecting the re- ports of all previous all-member committees of the Natural Science Foundation of China （NSFC） as the analytical ob- jects. The analytical results show that（ 1 ） the aid positioning of the general projects of the scientific funding attaches ira- portance to consecutiveness, the funding intensity rises gradually and the absolute funding rate tends to be decreased. （ 2 ） Stress is laid on the IT-aided projects; more attentions are paid to the peer review fairness of the projects, tending to be normalized and elaborated. （ 3 ） The committee of NSFC has always stressed strategic planning and has been concerned about the adjustment of the internal structure; the institution and policy systems are complete step by step and the sub- stantial measures of supervision and accountability are also intensified gradually.
