摘　　要：文章针对城镇职工医疗保险制度存在的问题,采用实证研究和比较研究的方法,以党的十七大精神为指南,对新时期医疗保险制度存在的问题进行深入剖析,并在借鉴国外医疗保险的基础上,提出了完善城镇医疗保险制度的对策建议。Focusing on the problems in Medical Insurance System Reformation of urban employ-ees,using empirical research and comparative research,and under the spirit of 17th Party Congress,this paper further analyses the problems existing in modern medical insurance system and gives some suggestions on how to improve it,based on foreign medical insurance.
