摘　　要：随着经济体制改革的深入发展,大量国有企业陆续退出市场,非公企业蓬勃兴起,这种局面对工会工作的格局和机制提出挑战。工会必须顺应经济工作的变化和需求,强化乡镇(街道)工会自身建设,明确服务发展、服务职工、服务基层的工作方向,推进乡镇(街道)工会规范化建设,使之成为广大职工根本利益的代表者。With the reformational in - depth development of economic system, a large number of state - owned enterprises quit from the market, in the meanwhile, many non - public owned enterprises spring up. The situation is challenging for the patterns and the system of the trade union. The work of the trade union needs to appease the demands and changes of economic work. We should intensify the self - construction of the trade union in villages and towns （neighborhoods）. We should clarify how to develop, how to serve the staff, and how to serve the workers of grass roots. We should boost the standard construction of trade unions, and transform it into the representive of fundamental interests of the masses of workers.
