北京市城镇居民基本医疗保险制度和新型农村合作医疗制度的比较分析

摘　　要：北京市已经初步建立起以"三驾马车"为主要内容的基本医疗保险体系,但是各制度分立运行,不利于实现社会公平。应逐步缩小制度保障水平差距,加强制度衔接。分析北京市城镇居民基本医疗保险制度和新型农村合作医疗制度在覆盖范围、筹资方式、资金管理和待遇水平等方面的异同,提出两项制度衔接的三个关键点:从根本上打破参保人员身份界限,进一步加大政府的支持力度,统一基本医保经办管理机构。The basic medical insurance system based on ＂troika＂ has been almost set up in Beijing. However, the independent operation of respective system has prevented the realization of social justice. Therefore, the gap between different security levels should he gradually diminished, and links among them strengthened. This paper analyzes similarities and differences of the basic medical insurance system of urban people and the new rural cooperative medical care system in Beijing, in terms of coverage, funds collection, fund management and treatment level. Three critical points on how to link the two systems are raised： breaking the boundary of status radically, further strengthening the support from the government and unifying institutions implementing the basic medical insurance.
