论新农村建设背景下欠发达地区乡镇政府改革——以陕西城固县为例

摘　　要：乡镇政府是距离农民最近,最了解农民的基层政权,毫无疑问应该适应形势,深化改革,成为拥有较多公共资源、行为公正高效、监督约束到位、真正为农民负责的基层政府。这样才能发挥其职能,为新农村建设作出不可替代的贡献。本文立足于新农村建设背景,以西部欠发达地区城固县乡镇政府为对象,理论与实践相结合,探讨乡镇政府改革的意义,找出并分析其工作泛化和职能缺失的问题及原因,提出了调整乡镇政府行为思路、合理划分权责、优化机构设置和运行机制、建设法治政府、提高公务员综合素质等五条改革途径。As the nearest basic political power to farmers,the township government has the best understanding of farmers.There is no doubt that it should be adapted to the current situation,deepen reform and become the real basic government which has plenty of public resources,conducts fair and efficient administration,accepts supervision and constraint and hold really the responsibility for farmers,thus to make an irreplaceable contribution to the building of the new countryside.With the new rural construction as the background and township government in western underdeveloped Chenggu County as the target,this article,combining theory and practice,explores the value of township government reform,to explore and analyze the problems of township government in default of functions and generalization of work and the reasons for them.It then proposes five reform ways to solve these problems,such as adjusting the government action and thought,dividing the responsibilities more reasonably,optimizing the organizational structure and operational mechanism,building the government of rule and law,and improving the overall quality of the official service.
