摘　　要：运用系统工程的思想,依据豫中烟区(许昌、平顶山、漯河)1920份调查问卷,通过建立系统解释结构模型ISM,分析了烟叶生产可持续发展的影响因素及其因素链,结果表明:影响烟叶生产可持续发展最直接因素为种植技术,烟农种植意愿、种烟收入、管理服务等状况.而影响烟叶可持续发展的根源则是烟农文化程度和烟田轮作制度.因此,从长期发展战略看,河南省烟叶发展要加大对烟农的技术培训,提高烟农种植意愿,提高烟农的种烟收入,加强政府和烟草公司的管理服务.This paper uses the idea of systematic engineering and take the survey methodology to analyze the factors and the factor chain that influencing the sustainable development of tobacco production, and then sets up the ISM （Interpretive Structural Model）. By the analysis of the model,the causes influencing the sustainable development of tobacco production are found out. The corresponding decision and proposals are provided.
