摘  要:由当前我国电力市场建设现状和电力市场交易品种本身固有的差异性入手,通过对集中竞价式交易模式和协商式双边交易模式优缺点的对比分析,推荐我国电力市场建设采用协商式的双边交易模式。论证了电力市场与节能减排之间的关系,分析了发电权交易、跨区跨省电能交易和大用户直购电交易等4种双边交易模式的节能减排效益,对推进我国电力市场双边交易和节能减排工作具有重要的现实意义。According to the comparative analysis of the advantages and disadvantages of matchmaking-based concentrated bidding transaction mode and the negotiation-based bilateral transaction mode,the negotiation based bilateral transaction mode was supposed to the construction of China′s power market,after considering the current status of China′s power market construction and the differences of electricity market transactions being studied.The mutually reinforcing relationship between the power market and the energy-saving emission reduction was demonstrated in this paper,and the effectiveness of energy-saving and emission reduction obtained from four kinds of bilateral trading patterns: generation right trade,trans-regional inter-provincial electricity trade,direct power purchase trade by large consumers,and emissions trade was also analyzed.It has very important practically significant to promote electricity bilateral trade and energy-saving emission reduction work.
