天津市科技特派员制度长效运行机制探索

摘　　要：为探索建立天津市科技特派员制度的长效运行机制,深入分析了天津市科技特派员工作的发展和现状,并结合其工作效果,从农业科技成果转化的角度入手,详细阐述了宏观调控机制、供求均衡机制、人才流动机制、利益驱动机制、风险防范与补偿机制以及信息传递机制等6大机制对科技特派员制度长期运行所发挥的作用和产生的重大影响,最后对天津市科技特派员工作长效机制提出了相关政策建议。In order to explore and to build up the long-time mechanism of Technical Task Force （TTF） system, this article tries to analyse the development and the status quo of Tianjin’s TTF work. According to the accomplishments of work, we detailedly explain the six mechanisms which play important roles in the TTF work from the aspect of the transformation of agricultural scientific and technical payoffs. In the end, we give advice to the long-time mechanism building.
