摘　　要：论述创新基层图书馆建设思路,探求乡镇图书馆发展途径,制定发展规划,调拨文献购置经费,争取社会的捐赠,与文献信息资源共享有机结合,乡镇图书馆应加强自身的建设,注重地方文献的收集和利用,办出地方特色,切实为基层群众服务。提高建设基层图书馆重要性的认识。This paper has discussed the creative grass-roots library construction way of thinking, investigated the village li- brary development path, drawn up the development programming, allocated the cultural heritage to purchase the budget, fought for the endowment of the society, and shared with the cultural heritage information resources organic combine. Village library should strengthen the construction of the oneself, paying attention to the collections of the cultural heritage of the place and making use of, doing the special features of a place, slicing the in really grass-roots crowd service. Raise the understand- ing of constructing the grass-roots library.
